Background and purpose: An effective and efficient educational system is a system that fits the real goals and needs of the society and has the ability to prepare the young generation. Therefore, the present research was conducted with the aim of developing and validating the educational package for empowering special schools for secondary school students.
Research method: This research was applied in terms of purpose, and in terms of method for the stage of designing and building the educational package, it was a qualitative type of content analysis, which was carried out in six steps. Data were collected using semi-structured interviews with thirteen academic and subject experts. The participants were selected in a purposeful way based on criteria. CVI and CVR indexes were used to measure validity. Also, thematic analysis method was used to analyze and report the patterns in the qualitative data.
Findings: Analyzing information using the theme analysis method led to the extraction of 10 organizing themes and 5 inclusive themes, and the effective factors on empowering schools were as follows; Empowerment through rules and regulations, balanced and coherent school, specialized and professional empowerment, psychological empowerment, empowerment through education. The results showed that the index of CVI and CVR was higher than 0.80, which indicated the validity of the package from the experts' point of view. Also, the content validity index for the whole package was 0.81.
Conclusion: It can be concluded that the educational package of empowering schools for middle school students has good content validity and has the necessary validity and reliability for educational and research applications. In other words, the prepared educational package has the ability to improve the empowerment of schools.
